Step-by-step: How to apply online

  1. Read the official notification PDF first.

Before filling any form, download and read the full notification published by UPSC CMS 2025 Final. It carries the binding eligibility criteria, age-relaxation table, fee structure, exam pattern, and the syllabus. The detailed page above is a clean summary — the PDF is the legal document.
  2. Confirm you meet eligibility.

Check your age (as on the cut-off date stated in the notification), educational qualification, and category-specific reservations. Many candidates fill the form and lose the fee because their qualification did not match exactly.
  3. Keep documents ready before opening the form.

Scanned passport-size photo (recent, white background), signature, left-thumb impression, 10th certificate, qualifying degree, caste/EWS/PwD certificate if applicable, and a valid photo ID (Aadhaar / PAN / Voter ID). Use 100% scale and the file-size limits the portal specifies.
  4. Open the official application portal.

Use only the official application URL: upsc.gov.in. Never apply through a Telegram / WhatsApp forwarded link — those are scams.
  5. Register, then log in.

Most portals require a one-time registration with your name, mobile, email and a password. Save the registration number — you will need it for every future login, admit-card download and result check.
  6. Fill the form carefully.

Personal details, educational qualification, communication address, category, and preferences. Cross-check each field. After final submission, most portals lock the form and corrections cost an extra fee.
  7. Pay the application fee online.

Use UPI, net-banking, debit / credit card. Keep the transaction receipt; some portals require you to upload the receipt before downloading the admit card.
  8. Submit & save the confirmation.

Save the final PDF acknowledgement and your registration number. Last-day submissions frequently fail because of portal overload — do not wait.

UPSC releases the admit card for CMS examination approximately 3-4 weeks before the exam date on its official website. Candidates must login to the UPSC portal using their registration ID and password to download their e-admit card. The admit card contains important details including examination date, time, venue, roll number, reporting time, and important instructions. No physical admit card is sent by post. Candidates must carry printout of the admit card along with a valid original photo ID proof (Aadhaar/PAN/Driving License/Voter ID) to the examination centre for verification.

Result

UPSC declares the CMS results in multiple stages on its official website www.upsc.gov.in. The written examination result is announced first (typically 2-3 months after the exam), listing roll numbers of candidates shortlisted for interview. After completion of interviews, the final result is declared (usually 3-4 months after interviews) containing roll numbers of recommended candidates in order of merit along with their marks. Subsequently, a reserve list is also published containing candidates who qualified but could not be accommodated in the main list. Results are published as PDF files and candidates can check their individual scorecards through the login portal. No separate communication is sent by post regarding results.

Expected Cutoff

UPSC CMS cutoff marks vary each year depending on number of vacancies, difficulty level, and candidate performance. Typically, the overall cutoff (written + interview) for General category ranges between 50-55% of total marks (290-320 marks out of 580), while OBC cutoff is around 45-50% (260-290 marks) and SC/ST cutoff ranges from 40-45% (230-260 marks). Written examination cutoff alone is generally 45-50% for General, 40-45% for OBC, and 35-40% for SC/ST categories. Category-wise cutoffs are determined separately and candidates must secure minimum qualifying marks in both written exam and interview. Final selection depends on merit ranking within the total vacancies available for each category.
